Arirang TV sure is being nice to Rain, and I am wondering what is up with that. LOL

Not that they’ve been particularly mean to him in the past. It’s just that they usually manage to zing an insult or two at him in a story, or cast a little shadow on whatever Rain topic it is, or make some inane comment that is totally irrelevant to the present time… but this time they didn’t. They were completely nice, and even had some FUN and made me grin.

As far as those attractive qualities go… check, check, check, and check! All of those and a bag of Tostitos. ^@@^

On the 15th, a news medium cited a military source as saying that Rain (his real name, Jung Ji Hoon) had never requested change of assignment.

This official said, “Corporal Jung Ji Hoon only said ‘It would be better to just serve on the front than to do it that way’ while taking with officials. His comment was misinterpreted as that he would request change of assignment. Corporal Jung will be always faithful to his duties for the remainder (7 months) of his military service.”

The Ministry of Defence side also dismissed the possibility of Jung’s change of assignment, emphasizing the fact that an entertainment soldier is also a soldier, “Change of assignment will be available only when it is required as determined by commanders. Before this, some news media cited one of Jung’s closest aides as saying that he requested change of assignment in hopes of serving on the front, which attracted the attention.

Meanwhile, news headlines at the beginning of 2013 were heavily concentrated on Jung’s dating actress ‘Kim Tae Hee’. He violated the decree on military service in the process of dating with her while off the base for official military duties and was placed under a period of probation of seven days last 7th.

I remembered when I was serving as troop information and education officer at the army, I had to work outside once with a broadcasting station on an important filming project.  I finished my work at about 12 midnight and went home to sleep.  The next day on my way back to the troop, I met with a friend, and resolved some personal issues.  It was just common sense.

Recently singer Rain (Jung Jihoon) was in trouble because compared to other soldiers he had more leave days, and he went out too often.  On top of these when he went out on business he had a private meeting, and did not wear a beret. There were photos as evidence.  All these had become news and created exhaustive disputes.  I watched these with a heavy heart.  I do not see why these should become issues.  Is this the so called news sense? I also do not know why so many people cry out loudly to abolish the entertainment soldiers. Utilizing various talents in the army is not limited to entertainment soldiers only.  There are soldiers talented in sports, music, languages etc.  It is a beneficial thing.

Because of the special characteristics of being an entertainment soldier Rain was seen as having special privileges.  It was ignited into disputes until a military official had to come out to make explanations and even had to talk about disciplinary action.  I am not sure if this is a right thing.  I cut in this exhaustive dispute because the suspicion I had on what caused such dispute cannot be erased. Rain is a famous celebrity.  As soon as he shows his face the traffic is blocked, that is Rain. “He is dating” someone who also happens to be a female actress known by everyone in our country.

We want to know every detail about the private lives and secrets of such celebrity or famous people.  Not just knowing.  After we grab hold of the information we engage passionately in malicious talk.  This case has the symptom and tendency in becoming a mass hysteria.  The public opinion just started on one side, netizens are spreading judgements on the internet. I know well this does not just happen in Rain’s case.  But this time Rain suffered more severe criticism than any other celebrity soldiers.  The reason seems to be: he is dating a famous actress.  I don’t quite understand why people react like this,  except perhaps I could say they just feel upset.  May be some unknown inside of them has been hit.

I hope people could be more mature.  I have well past the age of being Rain’s fan, and I do not know him very well.  I write this article not because I am biased towards special people like Rain.  Not only  do I worry that too much over sensitive reaction is causing a lot of stress to one person, and making the military in a difficult position.  I also believe we should protect everybody’s personal rights.  Let us let them enjoy their date relaxedly.  I also have a son who is serving his 13th month in the army, although he is not a celebrity.

We know you would, but don’t even bother yourself, JiHoon.

You already trained at one of the hardest boot camps in the military and served 5 months right at the Korean Demilitarized Zone, practically looking at the North Koreans, and did that earn you any respect? No. You’ve taken 27 vacation days, LESS than what regular soldiers get and only a third of what PR soldiers get, and does that earn you any compassion? No. All that it’s gotten you is crucifixion by the bottom-feeders in the Korean Media, persecution by netizens who depend on gossip rags, believe everything they are told, and have no interest in thinking for themselves, and no visual support that we can see from your friends or the Korean celebrity circles.

You’ve done enough. Don’t do anymore. You won’t get any credit for it anyway because apparently neither hard work nor the truth mean anything where you are, just what people “believe” and getting the “feel-good” opportunity to stick it to Rain. Just get your focus back, concentrate on the rest of your service, don’t make any more mistakes or get complacent (because one mistake for you is like 10 for anyone else) and never let your guard down.

LOL.  While the netizens in South Korea were going insane and the English-speaking K-Pop fanatics trolling gossip I-rags like allkpop.com weren’t doing much better, some of the funniest comments out there were those coming from mainstream entertainment news readers in the U.S.A., who couldn’t quite figure out what the fuss over Rain and Kim Tae Hee’s dating situation was all about.

[English Translation] Consolatory Train Performances Provide a Special Strength

Lovely Clouds,

At this time, we have no idea if Rain will be involved in any future Consolatory Train Programs.  The performances are supposed to start up again in the spring, but right now, Rain and the other External Relations Team soldiers are laying low.  I imagine, though, that rehearsals are currently taking place, but that’s just a guess.  If we hear something about an upcoming Rain performance, though, we’ll let you know.  After all, that is what we do, right?  :-}

In the meantime, please read this article,  It was written by a writer of the DEMA FM Consolatory Train Program itself.  We don’t know her name, because it was not revealed.  However, her words really capture the frustration I feel at the public and the netizens in Korea, who continue to vilify both Rain and his fellow soldiers in the program—even though they don’t have a clue how the PR Division is run, or how hard its External Relations Team really works.

Maybe to some, the PR Division and its soldiers are a waste of time and money.  Having lived the military life and having provided some of these types of family and morale, welfare and recreation programs for U.S. military communities myself, I disagree.  I know first-hand how much these types of activities can mean not only to the soldiers in the audiences, but also to the soldier performers. I know, because they TOLD me so.

Upcoming Consolatory Train Performance
The Consolatory Train Performance gives a special strength that cannot be found in other performances. Compared to girl groups, the DEMA members received even more passionate cheers from the soldiers who packed the seats.

Sergeant Park Hyo Shin singing “Snow flower” without musical accompaniment all year long at the request of the soldiers. Corporal Jung Jihoon bringing joy to the soldiers with his passionate performance, and convincing and begging the commander to give a special day off as gift to the soldiers. The Untouchable team running around the stage until they were wet through and through. The DEMA members did their best and the soldiers chanted their names in one voice to cheer for them. Gaining energy from the passionate response, the DEMA members gave an even more passionate performance.

The duty of the DEMA members is not just to boost the morale of the soldiers. They also perform the role of bringing our army and the citizens together. Through regional consolatory train performance, they gave unforgettable memories to residents who live nearby. During Expo, over 30,000 people attended the K-pop festival in order to watch the performance of the DEMA members. Through their participation in local activities and national events which bring civilians and army together, DEMA members help create a positive image on our nation’s army.

But recently all their efforts were destroyed as if they were nothing by two words: ”special privileges”. The memories jointly made by them and the soldiers are fading away and this is sad.

If one only looks at the number of leave days and sleep out days of the DEMA members and compare them with the leave days of ordinary soldiers, it’s inevitable to see that DEMA members have more days in terms of number. The sleep out days because they have to rehearse for their stage and because they have to do broadcasting programmes, and the sleep out days when they have to go to regional army bases to perform Consolatory Train, were all included as their leave days. They were labeled as receiving “special privileges” and were being criticized. It is unfair to them.

Especially, due to production reasons, the stages of Consolatory Train look similar week by week. To avoid this repetitive feeling DEMA members have been requested to prepare new songs and new stages. We really feel bad that they have to accommodate our request under such difficult circumstances.

The DEMA members willingly swap their weekends and leave days for Consolatory Train performance and radio broadcast programmes, as well as participating in various activities. This is because they are fully aware of their duty, the help they will give in boosting the morale of the soldiers, and they are proud of their roles.

In 2013 the Consolatory Train will continue to go to various army bases. The DEMA members will continue to go on stage. When the soldiers watch them on stage, let’s hope they do not see these DEMA members as celebrities living a different military life than their own. Rather, let’s hope they will see them as comrades, and continue to enjoy their stages passionately like they always have.

P.S.  I thought you might enjoy seeing a few pics from my own U.S. MILCOM theater days.  So, below you’ll find a small gallery of them—just for fun.  These were taken a long time ago (in the late 1980’s).  As I recall, this was a heck of a lot of work, but it was also extremely rewarding.

FYI, the soldiers who auditioned for and participated in our shows had to get special permission from their commanding officers to become a part of our volunteer program.  They were expected to complete all of their regular military duties, come to every single rehearsal, and participate in technical workshop activities as much as possible.They had to be on their very best behavior.  So, they could not be listed on a disciplinary report during their involvement.  If they were ever disciplined during a show, then they were removed from the program.  This was rare.  I only recall this happening once.

So, yeah.  It was a ‘privilege’ for our soldiers to be allowed to be a part of our shows, but they never received any special ‘privileges’ because of their involvement.  There was a lot of extra work involved, and balancing their military lives with their performance lives was extremely tough.  So, to me, all of this talk about the ROK PR Division soldiers receiving “special privileges” is plain old hogwash.  Terri :-}

Thus they are not able to see any beauty in it.  And they totally forgot Rain’s difficult adolescence and the painful effort he had made to get to his current position.

The affair is also a fatal blow to Kim Tae Hee’s image to them.  Honestly, there are other beautiful actresses in Korea, but Kim has a strong “premium”.  She is a graduate of Seoul University.  Thus she has a superb position between a “celebrity” and a “civilian”.  Men admire her beauty and her cleverness. They are curious to know what kind of man she will meet and what kind of love she will have.  Many men, blind to their own limitations, believe they can get her love.  They even criticize the actors she worked with.  But now Kim has given her heart to the 2 year younger, handsome and sexy Rain.  These people feel being dumped, being betrayed.

Because Korean men have such feelings or fantasies towards Rain and Kim Tae Hee, once they are erupted, these people are not able to think logically and reasonably.  They get crazy with celebrities or turn their backs to them with such absurd feelings.  Rain meets his “Busan Woman”, and was labelled a “Bad Guy”.  Surely he can find a way to “Avoid the Sun”.

Rain Stayed in a Super Deluxe Hotel? -“He officially stayed with 49 other military staff members”

While K-pop star Rain, who is currently serving in the military, is additionally reported to have stayed in the suite room of a five-star hotel after fulfilling an official military function, the military spokesman said that it wasn’t in violation of the related service rules.

In a telephone conversation with OSEN on Jan.7, the spokesman said “Rain stayed in the hotel as the accommodation was provided by the organizer of the functions and he stayed there with a total of 49 persons that consisted of 11 other “entertainment soldiers” and 26 military staff including the president for the Defense Media Agency.

The Defense Ministry stated on Jan.7 that the military PR team to which Rain also belongs stayed in the suite rooms of a five-star hotel after a military ceremony on Jeju Island last June. Rain and some entertainment soldiers including singer KCM, another celebrity corporal, were originally alleged to have stayed in the suite rooms and it turned out that other military staff including the soldiers belonging to the PR team also stayed together with them.

The military sources said “the business trip guidelines for the government employees state that the executives can be accompanied by their staff members on their official trip in case they have to stay out overnight, therefore his staying in the hotel wasn’t against the guidelines.”

The results of the disciplinary meeting in relation to his alleged excessive number of days-off and the violations of the service rules are expected to be available on Jan 8.

Yes, RAINmaggeddon 2013 is over and the earth is safe from destruction. And the punishment fits the crime.

There are those of you out there still ignorant and so disappointed that (after hard 5 months in Infantry at the DMZ and 10 months in DEMA) Rain isn’t having to repeat his mandatory service. Get a grip. It’s not like the man was spying for the enemy or running illegal military activities underground. He accepted rides back to post from his girlfriend so he could spend that time with her. Three times. And the hat thing doesn’t even deserve any air time, what with soldiers galore and even the top brass running around outside without their head coverings every other day. Talk about a scapegoat.

He was told to go do military work and not even given an escort or Army transportation to do so. I guess he was supposed to walk there and back. Or take a taxi or the subway, and get mobbed. If he was your idol, brother, relative, son, or family friend, you would have been rending your clothes and begging for leniency. As it is, he can’t even eat a dry crust of bread without you having to whip out a ruler and measure it.

Serve your time in confinement, Rain, get on out of there, and continue doing the great job you’ve always done for South Korea’s tourism. There are some out there who do appreciate your loyalty to your country. ^@@^

Well, Clouds, it could have been worse, right?

News reports streaming out of Asia are now reporting that Rain has been confined to his quarters, and to the military base, for one week starting tomorrow (which I think means 1/9/13, but I could totally be wrong as I’m a timezone flunky).  He will spend that week reflecting on his actions and apologizing for them.

They also say that Rain didn’t really have much to say about the disciplinary committee’s decision.  That was probably wise, seeing as how thousands of people all over Korea were calling for him to suffer much, much worse.

Even though the “nutizens” have been pretty quiet today, I predict we’ll hear from them again in the near future, though, because they don’t know how to quit.  In the meantime, Ji-Hoon, we suggest you lay real low, be on your best behavior, and stay the hell away from your girlfriend–unless you’re off duty, of course.

‘Cause guess what?  You’re in the Army now, dude.  And they don’t play (at least not in public, they don’t).

One of the first things I thought when the news broke that Rain was dating Kim Tae Hee was, ‘Wow, good for you, big fella!”  The next, I was wondering where they met and how they first caught each others’ eyes.  I also wondered how long they had been dating.  If it had been awhile, how had they managed to keep it a secret until now, especially with Rain being in the ROK Army?

However, not in a million years did it ever enter my mind to hate Kim Tae Hee or to think that she was lying about her relationship with Rain, a relationship which, according to the ROK Army Defense Media Agency (DEMA), has been corroborated by Rain himself, whether anyone wants to believe it or not.

Besides, do you honestly think that a top actress in Asia would LIE to the public and her fans about dating another one of the top stars in Asia for publicity purposes?  Or that she would announce their brand new relationship without knowing what Rain would want her to do?

As far as the depth of their relationship goes, she was not being in a hurry.  She was not imagining things.  She was not “jumping the gun.”  She was simply being truthful. Those photos from The Dispatch were some of the best-put-together evidence I’ve seen in a long time, as proof for celebrity dating.  Seriously, most tabloids jump the gun and end up getting sued over the stupid stuff they print, but this time, The Dispatch was extremely thorough.

Even I had to be impressed, and I hate tabloid news rags.  Who knows?  Maybe they’d heard about Rain’s new penchant for suing tabloids for getting it wrong?  Whatever the reason, they did a darned good job making their evidence irrefutable.

Still, those photos did not tell the whole story.  The dates captured by the paparazzi photos were reported to have occurred while Rain was “on duty.”  That is a FACT.  Therefore, those are the ONLY dates that he got in trouble for.  That doesn’t mean, however, that Rain and Tae Hee didn’t go on OTHER dates.

It has been reported that the couple has been spending as much time together as they could manage since they started dating at the end of November.  The Dispatch, which broke the news about their dating in the first place, also said that the couple spent December 23rd and Christmas Eve together.  However, since Rain has not admitted that those other dates occurred while he was on duty (which as of yesterday he hadn’t), then all of those OTHER dates he had with Tae Hee can’t be counted against him, because they occurred on his off-duty days.43954674

So, yes, dear Clouds.  It’s true.  Your Prince Rain, the man who can apparently do no wrong in some Clouds’ eyes, has been a bad, bad boy.  He got hot for a girl and thwarted rules he KNEW he should not have broken and he went on three dates while he was on duty.  Oh, and he was SO hot about her that he forgot to put his darned cap back on while he was switching cars.  Silly man.  :-}

Fans’ bizarre insistence that Kim Tae Hee is somehow “wrong” or “mistaken” or even “lying” about their relationship, or that she “caused” all of the problems he is having with the military is ridiculous and baffling.  Rain is not in trouble with the military because he is dating Kim Tae Hee.  He is in trouble because of how he was dating her.

Frankly, Rain is a big boy.  He knew what he was doing was wrong, but he did it anyway.  So, to blame Tae Hee for all of the troubles Rain is going through now, after it all went bad, is simply unfair.  Sure, it was probably not a good idea to go along with it, but that’s assuming that she even knew he was on duty.

Heck, we don’t even know if he even said anything about that to her at all.  She could have just assumed that what they were doing was allowed, because she trusted him to know what he could and couldn’t do.  Maybe she didn’t know, until after the news broke, that he was violating Army regulations.  After all, they hadn’t been dating that long—and she’s not in the military herself.

The bottom line is this.  They are dating.  They were dating while Rain was on duty.  They got caught.   They felt it was best not to perpetuate a LIE, because that could have gotten Rain into even bigger trouble with the military.  So, they didn’t.  They told the truth.  Which good people do when they get caught doing something wrong.

Most people aren’t bothering to read all of the news properly and are now making up wild stories based on their own fantasies about Rain.  I say that because there is no reason in the world that people should be so hateful about this news if they are in their right minds.

PrettyTaeHeeI have done some research on Kim Tae Hee, and she appears to be a smart, reputable and extremely beautiful woman.  She is also a wonderful lady who is  talented in her own right as an actress and a spokesmodel.

Could she use the publicity?  Of course.  Always.  But how could it possibly help her to expose her relationship with Rain carelessly (no matter how old it was), especially in Korea, where the admission of celebrity dating is almost taboo?  Especially if your new boyfriend just happens to be Rain, of all people.  I mean everyone in the world knows, especially Korean celebrities themselves, that Rain has some of the most obsessive fans in around, and that these fans aren’t going to be particularly fond of him dating anyone at all.

Haven’t any of you ever read about the hate mail, the scathing netizen comments, or even the death threats surrounding celebrity couples who decide to publicly date in Korea?  Wow.  It’s nuts.   Anyone who follows Korean news regularly would know that it is not particularly GOOD press in Asia to admit that you are dating one of the hottest stars in the world.

And that doesn’t just happen in Korea.  Anybody read any Belieber comments about Selena Gomez when she started dating Justin Bieber?  (Oh, by the way, apparently Justin and Selena had another fight and it’s splitsville again.  I feel bad for them, but they really should stop fighting in public.  But they’re young.  They’ll learn.  :-})

Let me see how this would work.  Okay, Tae Hee thinks, ‘I need some publicity.  This is perfect.  I’ll admit to the world that I’m dating Rain and everyone everywhere will love me and will be just dying to see my upcoming drama.’  She would never ever stop to think for one moment about all of the hate mail and even death threats she would get from Rain’s “quasi-girlfriends,” or how much trouble Rain would get into with the ROK Army, which is notorious for its extremely hardcore culture?  Surely, there are better paths out there for moving yourself up in the Internet search rankings?

The bottom line is that sometime in November 2012 Rain began dating Kim Tae Hee, and the sooner everyone gets over it and gets happy for them the better it will be for the new couple.  Do I believe this will ever happen?  No, because after running a fan site for three years, I know that fans love to perpetuate drama over the silliest things.  Like dating, for example.

I’m sorry to have to break this news to you, ladies, but Rain is likely never going to marry one of his fans. db918a161a1306a0f7203307f12d3c63Especially not when there are sexy, beautiful, and perfectly eligible women working with him every day, women who can catch his eye and win his heart much more easily than any of the anonymous fan faces at his concerts or fan events will ever be able to.  He’d love for you to believe that, of course, because a dating and/or married artists makes less money, but from a practical point of view, the idea of that ever happening doesn’t make any logical sense.  So, if any of you are having too much trouble emotionally accepting Rain’s decision on who he is dating or marrying and having children with, then you really need to take a long, hard look at yourself, because there is something really wrong with you.

If, when you all read our posts, there are links to sources of information embedded in the articles, please click on them, so that you can read for yourself where we got our information.  I know we are a fan club, but we are not just making up things out of our heads over here.  We are printing the truth.  At least we try to do our best to.  That means, though, that sometimes you may not like what we write.  Like now.  Because sometimes the truth can hurt.

So, please Clouds.  Would you PLEASE try really really hard to be happy for Rain and Kim Tae Hee? Their budding romance is in its most delicate of stages—and now Rain’s in trouble.  No one really knows if their relationship will blossom into real love or even then if that love will last.  They probably don’t even know themselves.  So, do you really want to cause Rain more damage by disrespecting the one woman he has chosen to date right now?  Really?

I was so delighted when I discovered that Rain had finally found himself a little sparkle of joy this holiday season.  What a terrible shame it is that he couldn’t hold onto it for just a little while longer.

Imagine how exasperated you would feel if you went away on a business trip for ten days to perform work for your company, and then you were told upon return, “Well, anyhow, you were away from the company so this means you were absent from work for ten days? Why have you been absent so much?” This is exactly the situation that Rain is facing at the moment in regards to the controversy about his military leaves.

Rain went to the provinces because he was ordered to give a performance, and he also dutifully stood on the Expo stage just as he was ordered. Since it’s the military we’re talking about, if you’re told to crawl, you crawl, and so it was that Rain went off to comply with his orders.

Such trips for military work included the 19 days Rain spent giving “K-Force Special Show” performances, and 25 days of his stage rehearsals and recordings for various events. Now, however, the press media bundles all these events together and refers to them as vacation days.

The media’s logic appears to be that just because Rain did not sleep in his own military base on those days, such overnight leaves should all be regarded as vacations regardless of whether he was away to perform his work duties. This is indeed an absurd argument.

What exactly is the number of days Rain received as actual vacation days over the courses of his service as a member of the Defense Agency for Public Information Services? In truth, it amounts only to 27 days.

The 27 days of vacation were exaggerated into a total of 71 days by the gossip mongering media by adding on trips made for military work. What an unreasonable calculation this is indeed!

Representative Shin pointed out first of all that the 44 days of overnight leaves granted to Rain for military work duties should be subtracted from the total of 71 days discussed by the media.

Those 44 days include 25 days on which Rain was engaged in choreography rehearsals in preparation for the Yeosu Expo, and the 19 days on which he gave performances for the military’s “K-Force Special Show” program.

Representative Shin argued that”The 19 days on which Corporal Jung performed on the ‘K-Force Special Show’ should be regarded as work assignments rather than as personal overnight leaves. He went to the location to perform his duties just as in the case of expedition training, and therefore those days should be subtracted from the total in question.”

It is a misperception to think that entertainment soldiers rest on days when they are not giving performances. When they are not scheduled for performances, they are without exception ordered to participate in military training. They complete physical training or the 30km march just like any other soldier. Does it seem likely that the budget-strapped Defense Ministry would give these entertainment soldiers free room and board just because no performances are scheduled?

There are indeed very many occasions when we give performances all across the country. To begin with, there are 52 ‘K-Force Special Show’ programs scheduled for each year, and then there’s also support work to be performed for various events and radio program performances as well. Often, we go out to work at events even after not getting much sleep, trying to catch a few minutes of sleep on the bus on the way to the performance site, and when we open our eyes, we’re already at the performance site. We finish the performance and get back on the bus, trying again desperately to catch a bit of sleep, and we open our eyes and we’re already arrived at yet another performance site so we begin all over again ..

We frequently give performance out in the provinces, and since the performances end late in the evening, by the time we arrive back at our living quarters it is 1 or 2 in the morning, and the next day we are expected of course to follow the full schedule as usual.

It is not an easy assignment, since we are required to undertake various support work in addition to our basic duties, and we are also to participate without exemption in all of the usual drills that ordinary soldiers complete, including mental training, basic military training, extreme cold weather training and intensive training.

How about we now all turn into “hat paparazzi” whenever we meet a soldier on the street, whipping out our cameras to capture whether they are wearing their regulatory military hat? Although there may not be any reward, since it appears that it is our sacred civic duty to expose these soldiers without hats who are undermining the discipline of the army of our Republic and subject they to the furor of our criticism, shouldn’t we strive to fulfill our duties?

To begin with, I am against the decision to refer the issue to the disciplinary committee. The reason for this was that Rain was not wearing his hat when he was out on leave. If this violation is to be punished, than to be consistent all soldiers who walk with their hands in their pockets should also be punished. This type of punishment is wrong.

Regarding the criticism that Rain had private meetings while on leave for official work duties:

It is possible that a soldier may go to a convenience store, for example, or take care of a little bit of personal business at such times. Also, if a soldier’s home is in Seoul, it’s also conventionally considered possible that he might briefly meet with a friend. I think it’s excessively harsh to impose such regulations with absolute strictness (only in the case of Rain).

Star News’ findings on Rain in their article below are backed up by our own research on Rain’s 2012 entertainment activities alone (those that have been made public, that is). For every dot on our researched calendar, we have a military assignment on a prepared 9-page schedule that can be sourced and corroborated by articles or images from the R.O.K. Army itself and the Media. That Rain did every one of these assignments on top of his continuous everyday training and numerous basic requirements and the unpublished military appearances he was given can be easily proven.

Rain has put his voice, body, and mind through the weekly and weekend rigors of what might as well be some year-long world concert tour. His health and preexisting conditions (back, skin disorder) have also suffered. After we global fans joined caring Korean citizens and his domestic fans in sending his superiors massive petitions of concern for him and all PR soldiers back in June, things slackened a little and some concessions were made, particularly concerning his radio show, but things never eased up in the way that they should have.

Being battered and bruised in the Infantry actually afforded him more regulated rest periods, at least.

Should there be PR soldiers? Absolutely, yes. The troops love having fellow soldiers who take the time to boost their morale, and they need it badly. But the system needs to be seriously retooled. And anyone who continues to think PR soldiers aren’t worked to death at this point needs to educate themselves with a quickness.

The Year of the Snake has barely begun, and celebrity Rain (real name ‘Jung Ji Hoon) is already facing trouble. Aside from the fact that his romantic relationship with the beautiful star ‘Kim Tae Hee’ has been exposed to the public, he is now scheduled to be referred to the military disciplinary committee for charges of violating the decree on military service.

There are mainly two issues that the Defense Ministry finds problematic about Rain’s conduct. The first is that he did not wear his hat as regulated during his leave, and the second is that he met privately with ‘Kim Tae Hee’ while off the base for official military duties. Those who have served in the Korean military will probably agree that being caught for violating the hat regulation is virtually a matter of bad luck. It is the kind of violation that can end up with varying consequences depending on the commanding officer: one could end up getting punished with a confinement in the guardhouse or the matter can be passed over with only a rebuke.

Although being hatless is considered an infringement of the regulations of the decree on military service, to put this into perspective, even wearing the military’s padded inner wear for cold weather (which Korean soldiers refer to as the “kkalkkalyi”) while on leave in the winter is, strictly speaking, a violation of the regulations. Granted, a soldier going on a date with one’s girlfriend every Sunday while away from the barracks for official duties is a case that other ordinary rank and file soldiers would find enraging.

If the soldier in question has been dating while on official leave or holiday, then this ought to be protected as a matter of privacy. However, for a soldier to enjoy a date while out on official military duties and moreover to be dating out and about in the middle of downtown in Gangnam is the kind of practice that would deeply aggravate ordinary army soldiers, for whom the only pleasure they usually have to look forward to on a weekend is a visit to a religious service outside the barracks to receive the complementary Choco Pie cookie every Sunday.

The Defense Ministry has announced that a disciplinary committee will be held in the service support troop in which Rain is serving to take measures regarding Rain’s violation of the military service regulations in a manner that will ensure fairness with other soldiers. On first sight, this seems to be a fair action. The Defense Ministry also explained that it intends to prepare special disciplinary guidelines to address the issue oflaxity in service discipline among entertainment soldiers (public information services support soldiers). Again, this may also initially appear to be a reasonable measure.

However, what it amounts to is addressing only the surface of the problem by disciplining a rank and file soldier. On two occasions, this reporter had the opportunity to make regular appearances on radio programs hosted by entertainment soldiers in the Defense Agency for Public Information Services.

In 2005, I appeared once a week on a radio program hosted by ‘Lee Min Woo’. In 2010, I also appeared once a week on a radio program hosted by ‘Lee Joon Gi’ These engagements gave me an opportunity to gain some insight into the daily routine and hardships experienced by entertainment soldiers. In 2005, among the entertainment soldiers, ‘Hong Gyeong Min’ was discharged from active military service, while ‘Yun Gye Sang’ {NOTE: Formerly of legendary group g.o.d. — Stephe} and ‘Park Gwang Hyeon’ had just been assigned to the public information support services. ‘Hong Gyeong Min’, as expected for a sergeant near the end of his service, showed a more relaxed demeanor, while ‘Yun Gye Sang’ and others who had just been assigned were more rigid with military discipline.

At the time, such soldiers could only apply to the position of an entertainment soldier after serving around six months in the first-line troops. In other words, these entertainers had to first spend a full six months as a private in the first-line troops before beginning their service as an entertainment soldier. {NOTE: Corporal Jung JiHoon Rain spent 5 months in the Infantry near the Korean Demilitarized Zone as an ordinary private (and promoted to Assistant Training Officer) before being recruited by DEMA as a PR soldier. — Stephe}

This was surely enough time for them to experience the hardships and challenges of being an ordinary rank and file soldier. The entertainment soldiers’duties consisted of participating in various events morning and evening as well as standing guard in the barracks, and they did not even get a chance to properly rest on holidays. Every holiday, they would be called upon to serve at this or that event. It is often the case that entertainment soldiers would be called upon to work for private affairs of the military officers.

Being ordered to serve as an MC or sing at the weddings of the relatives of military officers was pretty much taken for granted. During the time he served in a subordinate unit, ‘Yun Gye Sang’ was even required to show up at the opening of a meat restaurant run by a relative of a military officer. Of course, not all officers engage in such practices. In the case of ‘Lee Min Woo’, while he was in a subordinate unit, the commanding officer at the time not only strictly ordered that Lee should not receive special treatment because he was a well-known entertainer but also that he should not be subject to demands for gossip because of his celebrity status.

Thanks to this, ‘Lee Min Woo’ was able to spend his six months as a private without any mishaps. If anything, the conditions became even more difficult. Above all, there are now too many tasks for which the entertainment soldiers are mobilized. There has been an increase in the number of radio and TV military broadcasts, and they also need to appear in films and musicals, and the various scheduled events have multiplied manifold.

Since there has been an increase in the uses for entertainment soldiers, there are cases in which instead of selecting them after six months in their home unit, the appointment is already internally decided during the training of new soldiers. In truth, the quota of soldiers assigned to the military public information support service is not large. It consists of only around 20 soldiers. This includes many in technical posts. Therefore, the number of entertainers is itself very small. Under these circumstances, there are many cases in which entertainment soldiers are assigned to the military band and used for various events.

There have even been instances in which plans were already set for entertainers who are scheduled to enter military service in the near future. {NOTE: True. Moreover, the reason that he was assigned to be working off base during the evenings and holidays rather than during the ordinary work schedule is also because he was ordered to fulfill all his work duties during the weekday schedule on top of working to complete the stage-related requirements during the extra hours.

Working overtime in this manner has been the case not only for Rain but for the majority of singers who became entertainment soldiers. In other words, the work that should have been completed within the bounds of the military was forced on the entertainment soldiers to be performed in their extra private capacities. The entertainment soldiers were not even accompanied by officers when on leave during the day or overnight. This incident was quietly covered up without arousing external exposure. Even then, the systematic problems were not corrected and only the individual entertainment soldiers were caught.

Summary as follows:

If Rain really had taken 71 days leave during the 10 months time he is with DEMA (from March to December 2012) then it was really excessive and not acceptable by any Korean soldier.  But looking at the material provided by DEMA, the so called 71 days leave is a distortion.

As a soldier attached to DEMA, Rain has the duty to go to various army units for “Consolatory Train” performance.  Out of the 71 days, 19 were for staying out in various districts because of Consolatory Train performance. At the same time, there are activities like the Lisui Expo when DEMA had to support the government on such an important national event.  In order to attract tourists within the country and from overseas, such as Japan or China,  a special stage was arranged for Rain.  In fact we did attract over 120,000 tourists.  Rain hasn’t performed for a long while since he joined the army.  He needs to rehearse with his back dancers.  DEMA does not have studio and facilities for such rehearsal, so he has to go out to do this.  The problem now is that he was not accompanied in these rehearsals, because the schedules were not fixed.  They could be early in the morning or late at night as they had to work around the schedules of the back dancers.  Such trips should be classified as business trips.  They were just like soldiers who had to go out for their field training.

Such activities and the sleep out nights due to regional Consolatory Train performance constituted a total of 44 days, which were included in the 71 days leave.  Grouping these 44 days in the 71 days is a distortion.  They are business trips and should be deducted from the 71 days leave. After the subtraction Rain actually had only taken 27 days leave.  On average, an ordinary soldier who has served 10 months will have earned 21 days leave.  So compared to him, Rain had 6 days more in terms of leave days.  (Note.  In a later news DEMA confirmed that Rain has applied for 4 days personal leave during his time at the No. 5 Division, because of health problems.  These 4 days had been included in the 71 days, which will be deducted from his unused leave.  So in actual fact Rain had only taken a extra of 2 days leave compared to an ordinary soldier who served the same amount of time as he does.)

Because of the distortion of this number, 71 days, Rain suffered mass criticism.

DEMA has already made it clear about the details of these 71 days, and confirmed the sleep out days were in order.

The problem then moved to private encounter during official business.  Note it is not truancy.  If Rain played truant then it is a problem.

As for walking in public without wearing his beret, all soldiers will agree being caught on this is pure bad luck.  If it is a problem then the whole nation’s soldiers will have to be very cautious.  You could easily see soldiers without their berets on if you care to walk to any bus terminal.

People have the wrong conception that entertainment soldiers have an easy life.  Actually they had a hard job.  There is a 99.9% chance they cannot take their holidays and rest during the weekends, due to performance, radio programs etc.  During week days they have to do just what other ordinary soldiers do.  They have to receive training, they have to clean up.  In fact Rain has earned himself Special Warrior by going through the same training and hard work any other soldier did, and did it well to earn the award.

Some people questioned that the rank and file do not need entertainment soldiers, we could just invite girl groups.  This is not true, the soldiers actually like to watch the performance of these entertainment soldiers who also give them great strength.  It is more demanding for Rain, because all units wants him to go to their place to perform.  If he goes to just one unit, others will question why he does not go to theirs.  So he had more performances, and there were times when he had to hurry off after one performance to go to another one.

The article said at the moment the position of DEMA is that on three occasions while Rain was out for official duty, he had private contact on his way back, which could be deemed as having violated military regulations.  It asked a rhetorical question.  DEMA does not have the rehearsal room, the sound systems, not even the costumes, which are necessary for the preparation of major activities, and has to go outside to source these.  With such a system, shouldn’t it fully anticipate there will be private contact during a business outing?
