Why is it just okay? One reason.
Abuse of power: The act of using one’s position of power in an abusive way. This can take many forms, such as taking advantage of someone, gaining access to information that shouldn’t be accessible to the public, or just manipulating someone with the ability to punish them if they don’t comply.

In order to abuse power, you’ve got to have some to begin with.
Rain was a corporal at the bottom of the food chain, left danging from a rope while working on DEMA projects off-post, not provided a proper escort OR proper transportation by his irresponsible bosses. He was a normal guy who did what any soldier with half a chance would do—kill two birds with one stone. Yes, it was wrong to get rides from his girl. Yes, it was a serious violation. He apologized profusely for his misconduct, took the heat and the humiliation of being repeatedly dragged through the mud, promised to keep his nose clean for the remainder of his military time, and did just that. The man made a very human mistake. His actions weren’t pure evil or dictatorial. (He took less days of vacation than a regular soldier. The “hat violation” was straight up bullsh!t. Media sources have done nothing but lie and ignore reports of overworked PR agents. Save the over-the-top phrases for people like Kim JongUn.)
To this article’s credit, it does present an image of Se7en as is proper, seeing as his scandal and the exposé on the PR Unit as a whole is what has caused the shut down. And it does have the higher ups taking responsibility for this hot mess, as they should.

South Korean Army Dissolves Celebrity Recruit Program
Constant scandals involving celebrity recruits and their special promotional division within the South Korean military has caused the Ministry of Defense to get rid of the division.
The Ministry of Defense held a press conference on July 17 to announce the policy change. The military had been investigating the promotional department for the past two weeks and the role it played.
“The promotional department was established to promote the military and raise the morale of the troops, but due to unpleasant issues that have occurred, the military’s image has been tarnished,” a military spokesperson stated.
The celebrity recruit program, which was meant to boost soldiers’ morale, has hurt it instead, the spokesperson said.
Celebrity soldiers and the treatment they’ve received by the military has been a hot topic for South Koreans for years. Scrutiny has increased in recent years due to a string of high-profile scandals, such as Rain’s abuse of power and, most recently, SE7EN and Sangchu’s visit to an adult massage parlor.
“The public’s faith is important, but due to various problems with the [promotional department], we have only lost it instead of promoting the military,” the spokesperson said.
There are currently 15 celebrity soldiers in the military. Eight of them will be receiving punishment for their behavior and actions. The names of those being punished were not released.
Three of celebrity soldiers who have three months left in the military will reassigned to an active duty unit and will be treated like an ordinary soldier. The others will be reassigned on August 1st.
The celebrity recruit program was established in 1997. Celebrity soldiers regularly received special treatment and generally had an easier time compared to regular soldiers.
“We are sorry for causing citizens distress because of celebrity soldiers’ activities. We realize we must take responsibility for not adequately managing them,” the spokesperson said.

And why is this a proper writeup?
I’ll tell you why.
Because it concentrates solely on the responsible party in this whole sordid mess—DEMA. The Big Wigs. The Brass. The higher-ups who make the rules and enforce them. Soldiers only do what they’re allowed to do, and that, my friends, is not an excuse but simply the bottom line. I dare say you do the same thing on your own jobs. We all do. It’s the human way. (No telling what perks netizens are getting over their own coworkers while flapping their gums about celebrity soldiers, haha.)
Another reason this writeup is proper: The screen cap shows THE straw that finally broke the camel’s back—Se7en and his midnight delight attempt. NOT Rain with Kim TaeHee seven months ago. Rain’s scandal and the ensuing witch hunt certainly didn’t help the situation, but the PR Unit wasn’t shut down seven months ago, now was it? (Matter of fact, I’ll bet you money it wouldn’t be shut down now at all if MassageParlorGate had not happened. Ante up.) And silly SBS made a valiant attempt, but looked really stupid when their Big Fish Rain wasn’t even involved in their Big Story. Sad. LOL — Stephe ^@@^

Ministry of Defense Announces It Will Close Down Its PR Unit
The Ministry of Defense announced that it would be closing down its PR unit.
The official briefing on the results of its audit and investigation was held on July 18.
A rep for the Ministry said, “We have decided to close down the PR unit as a result of the audit held on PR agents. We feel responsible for leaving the Defense Media Agency to cause trouble, and for not supervising the PR agents properly.”
The rep revealed the reason the Ministry decided to close down the unit was because it drove down morale and had already lost the trust of the people.
“The unit was meant to represent the military and foster morale, but it ended up harming the image of the military instead with its series of incidents, and drove down the morale of those soldiers currently serving their duties in their own units,” the rep said.
The rep added, “Also, the trust of the people is most important in its serving the military, but it has lost that trust from the Korean people due to many incidents that have arisen.”
The decision comes following a broadcast by SBS′ In Depth 21, which showed how PR agents were not being managed properly.

And what a nice glimpse it is.
Kim TaeWan (a.k.a. C-Luv), a well known singer/songwriter/composer signed under D-Business Entertainment, and Rain have not only been friends but successful collaborators as well, for quite a while. Back in 2010, Rain sang the nuptial song at TaeWan’s February wedding and made the newlyweds kiss over and over again to “I Do”, haha. Rain and TaeWan have also worked together on a vast array of songs, among them “Rainism” and Back To The Basic‘s “Same” (“C-Luv, baby. No no no no no no. Mm… hmm, my baby girl…” Yeah, he’s that C-Luv.) During the last few weeks of his stint on military radio show Speeding Instinct, Rain had a segment where C-Luv talked about Pop music.
This seems to be an older picture, seeing as Rain’s hair has not fallen down under his ear and jawline for some years. It’s probably a “look what I found in my stuff the other day” pic, like the ones Rain used to tweet. 🙂 ^@@^

So sorry it took me so long to get this information posted. For those of you who don’t already know, an official 8th Cloud Fan Meeting has been planned for the afternoon of Saturday, August 3, 2013.
This fan meeting is only for official members of The 8th Cloud, Rain’s official fan club in Korea. Sergeant Jeung Ji Hoon’s duty is complete. He can put the last 21 months behind him and get back to doing what he does best. Oh wait, he does a few things pretty well, come to think of it! Well, just do anything but be soldier in the ROK Army. He has done that pretty well and can now just file it away as something else he has accomplished and accomplished successfully. That will suffice for me!
I never anticipated spending the night outside the West Gate at the Defense Media Agency of the ROK Army in Seoul, South Korea on a rainy July night. Never anticipated having to make trips to a park restroom to charge my devices. Never anticipated seeing my fangirl artwork of a poster get washed away by a momentary monsoon at 2AM. Never anticipated having an MP reprimand me not once, but twice for text messaging (he thought I was taking pictures). No, never anticipated any of that when I planned this trip. But there I was, among a group of fans from all over the world waiting for one thing and one thing only: to see Sergeant Jeung Ji Hoon be discharged from his duty as an officer in the ROK Army.
It all started out really good. It was cloudy and the rain seemed to be keeping its distance so the other Rain could make an appearance. But the wait for the Sergeant was going to be a long one and the night even longer. We were ready.
We arrived at the gate around 11:30AM on July 9th. Sergeant Handsome Rain was to be discharged at 8:00 AM July 10th. See what I mean, it was going to be a long one. At some point in the afternoon we were approached by a man who seemed very interested in why were there and where we were from. In fact, he even wrote down the various countries being represented at that early stage: Japan, Philippines, USA, Malaysia, Hong Kong, and Taiwan. Pretty eclectic group if I do say so myself. He then proceeded to show us a picture on his cell phone of himself and Sgt. Rain! Wow! Was not expecting THAT! Thankfully we had a fluent Korean speaker in our bunch (thank you Josie!!) and she was able to converse with him. We discovered he was a high-ranking officer with the ROK Army and that he knew Rain. Fortuitous, indeed.
Furthermore, he took our info down because he wanted to let Rain know we were there. He told us that Rain had a very busy day ahead and a party in the evening (probably with his unit). As it turned out, our friendly officer was the one coordinating the area and readying it for Rain’s discharge. This is why I am 100% confident that Rain KNEW we were out there and most likely knew we were going to be out there the entire night.
Clouds are a dedicated bunch. And I met some really wonderful ones. You know, you really get to bond with people when you are sitting outside in the rain all night long. Because the rain did fall. Goodness, it poured! Still, spirits were high because Sgt. Rain was coming home!
And, we were ready to celebrate!
As the night slowly made its way to day, the anticipation was growing. As was the crowd. Throughout the night we were approached by media. But nothing could have prepared us for the onslaught that came around 6:00 AM, about two hours prior to the discharge time. Yes, the media was arriving and arriving in throngs.
They were like a virus. They kept coming and they kept spreading. They eventually blocked our view of the gate and we knew we were not going to get a chance to see Rain.
I had to make a move. I knew that if I did not get up in there with them, I would not see Rain walk out. I just could not wrap my brain around NOT seeing him after being out there for 18 hours!!!!! I just wanted to catch him walking out. Really though, more than anything, I wanted to see him smile. I wanted him to be happy knowing we were there. My poker media face on, I infiltrated and managed to grab two shots the moment he walked out.
Oh, it was so good to see him!! The moment we waited for. Twenty-one long months all ending right then, right there! He moved fast. He stopped in front of the press, made a statement we could not hear and then made his way to the vehicle waiting to whisk him away. He made two attempts to stop and greet his fans. He tried. He sincerely tried. The media wouldn’t allow him a moment with his Clouds. From the moment he walked out of the gate to the two attempts he made to see the fans, he looked visibly tense, and did not smile his full and beautiful Ji Hoon smile. The one thing I hoped for, the only thing I hoped for did not happen. This fancam captures the mayhem pretty well.
Now that this is all said and done and Rain is a civilian again, I can look back on it and say…. it was GREAT to be there. It was wonderful to share that moment with other fans and with him. And although it happened so fast and was over in a flash, I am still elated that I could be a part of it. There is so much to look forward to now that he has completed his duty. I cannot wait to see what he brings to us. But for this moment, I hope he is basking in the comfort of family and friends and that tucked away in the back of his mind is the knowledge that we were there for him and that we are so happy to have him back! And, I am confident we will see that big, beautiful smile again, really soon!

This fool Hamban TV reporter, who tried to get an interview out of Rain with Choco pie (which royally pissed off his fellow reporters), was still running after the Range Rover when it got to the end of the street. (I think this guy has interviewed Rain before, several times during his career.)

Please remember, everything in this article with the exception of quotes from Cube Entertainment and Rain are complete speculation and unconfirmed. But it sure is nice to see that people are excited, and watching. (What was that about someone being “tarnished”? *snort* Hmph. Must have been the wind blowing.) 🙂
And on that note: Now is the time when everyone in creation is going to want Rain to headline their shows and concerts and such. PLEASE remember that if Cube or RAINY or Rain himself has not confirmed claims that he is going to make an appearance, either wait for that confirmation OR do your thing and take your chances at being ripped off. It’s up to you. This is nothing new, and we all should have learned by now. Just sayin’. ^@@^

Rain’s visit to the US as his first step since his discharge, has not yet been determined
Some say that singer Rain (his real name, Jung Ji-Hoon) will go to the U.S. as his first step since he was discharged from the army, but Cube Entertainment representing him expresses regarding this, “It has not yet been determined.”
Cube Entertainment, Rain’s management company, told Star News on the 11th, “As of yet, no concrete schedule has been outlined. As Rain has received offers from various entertainment agencies, he is available to go to the U.S., but contrary to the rumors that he is going to go to the U.S in August or September, the date of the visit has not been definitely decided yet.”
Before this, Rain was discharged from the Defense Media Agency located in Seoul’s Yongsan-gu last 10th after making it through his 21-month military service.
As Rain has been discharged from military service, there is an extreme amount of focus on his future moves. Some say that he will go to the U.S. sometime around August or September, as part of his first step since his discharge. Their claims are plausible because it has been known that Rain has already been received an offer from international artist ‘Jay-Z’s record label ‘Roc Nation’.
However, one of Rain’s allies said, “Rain has been in a situation where it’s been just a day since he was fresh out of the army yesterday, and therefore there has not been any further discussion or any further movement on that. Instead of backing to the basics and immediately beginning working, he’ll discuss future plans with his agency, looking over various proposals.”
Meanwhile, after leaving the army base in which he had been serving around at 8am on the 10th, Rain gave his concise and clear thoughts in front of reporters and fans, saying, “I’ll try harder from now on.”
Although his look of stiffness was apparent due to a current controversy over entertainment soldiers’ neglecting their duties, he was an imposing figure on the scene, which attracted attention.
Rain visited his mother’s grave at Byukje Memorial Park, in Kyungki-do’s Goyang city soon after his discharge. He plans to spend time with his family for the time being.

Rain: Welcome Home From the Military
Today Rain has officially been discharged from the military! Those two years went by super fast, don’t you think?! Of course, he couldn’t just spend his time quietly; he ended up breaking millions of fan girls hearts by starting a relationship with actress Kim Tae Hee. The ministry of magic err, I mean ministry of defense (hehehe) got on his case about a few harmless vacation breaks. What else? Oh yes, on the business side, his group MBLAQ stayed active. Lee Joon joined the cast of Iris 2, Thunder was a cutie as Jin in Nail Shop Paris, and as a whole the group released the sexy MV for “Smoky Girl.“
Way to go being so productive during your military duty, Rain!

I found this article very bittersweet, and I liked it—to a point.
Again, I have to ask, why is there always something that is LEFT OUT? Where is the part where he didn’t just ride off into the sunset, he stopped the car past the Media and got back out for a few seconds to be nearer the fans? (He sure as heck wasn’t trying to be nearer the Media, donchaknow.) And where’s the part where he was hustled into the car because of a guy invading his space out of left field? Noooo, it’s like he just jumped into the car sour-faced and took off without looking at anybody. Sheesh.

The first thing Rain did after his discharge was to visit his mother’s grave

The first thing Rain did immediately after finishing the 21 months of mandatory military duty on the morning of the 10th, was to visit his mother’s grave. Many people expected that he would meet his lover ‘Kim Tae-Hee’, but it was nothing like anyone had expected.
Rain was discharged from the Defense Media Agency located in Seoul’s Yongsan-gu at around 8am this day where the scene was full of more then 800 fans and more than 200 reporters waiting for him to see his discharge. Rain went off after leaving a statement as, “Army sergeant ‘Jung Ji-Hoon’ has been ordered to be discharged from the army on July 10th. Thank you for coming today. I’ll try harder from now on. I always appreciate the support of me, and I’ll never stop giving my best effort.”
It took only 20 seconds to get into a car arranged for him after leaving the brief statement. He looked stiff without a smile, without waving even at his screaming fans.
It is simply that Rain must have gone through a lot of distress these days as it is a situation where the poor management of entertainment soldiers is at the heart of a controversy.
According to one of his associates he was accompanied by to the grave inside a memorial park in Kyungki-do’s Paju city, the first thing he did was to bow deeply to his late mother.

Following, “And then, Rain was standing in silent homage around the grave for about 15~20 minutes, keeping telling himself as if he prayed for her.”
Rain is known to be extremely devoted to his mother. He was often seen crying when reminiscing about his late mother even after being a world star, as well as when he was a rookie, through media outlets.
His mother suffered from diabetes, but she died without receiving adequate treatment in 2000 because his family was too poor. He often made a frank confession of this fact .
Since he knows this is when interest in on him locally and abroad, there’s no time like the present. Perhaps he expressed his willingness to reestablish his resolve by reminiscing about his memories of her.

Lord. He probably enjoyed his freedom for all of five minutes before the rabid paparazzi hunted him down outside a restaurant in Goyang City. You can just tell what he’s thinking. I think putting up just one of these shots is quite enough. He is done and so am I. Ugh. *sigh* *SMH*

Seoul Shinmun & My Daily. I read in a translation that this Star News article mentions that, after getting underway, Rain stopped his driver and got back out of the car to briefly greet the fans properly. Well, these clips certainly show it, while other clips and articles make it seem like his car was swarmed when he first got in it and he simply rode away. I tell you, the news about Rain being out of the military is practically in every city and small town paper in the U.S. of A. I even found it here in our biggest newspaper, the Atlanta Journal-Constitution. Well, all right. 🙂 (AP not mentioning the 800 fans from Korea, Japan, China, Taiwan, Turkey, the USA, Europe, etc., and 100-200 members of the Media local and from overseas isn’t even a blip on my radar—I’m just stoked to see this locally.)
(It is obvious that the picture below was taken after he stopped his driver and got back out to salute the fans, because when he initially was ushered quickly into the car after his brief statement, the car was free and clear and not besieged by the press. ^@@^)

Seeing as visiting her grave was the last thing he did on 10/11/2011 before enlisting, this is quite fitting. A good, thoughtful son.
