This is happening over in South Korea, and it appears that you can only vote if you are overseas and your cell phone can connect to the phone number specifically set up for the event. So, those of us who can’t weigh in on Rain in R2B: Return to Base, let us wish him well in the outcome. The Baeksang Arts Awards 2013 will held at Kyung Hee University Peace Hall on May 9.
